Dear Mr. Chairman:

This is in response to your letter of March 9,1999, which points out the need for agencies to '

address fraud, waste, mismanagement, and performance problems. We are pleased to note that the U.S. Nuclear Regulatory Commission (NRC) was not listed as having "high risk" areas as designated by the General Accounting Office in its January 1999 report. However, we are keenly aware of the management challenges facing the NRC that the NRC Inspector General (IG) identified in his letter to you of December 1,1998.

These management challenges are receiving a high level of attention by the Commission and j the NRC staff. Many of the issues are being addressed in our comprehensive efforts to make NRC regulation more risk-informed and performance-based. For each of the ten areas, we

  • have activities underway that we believe will meet the challenge.

We have also implemented a planning, budgeting, and performance management (PBPM) process aimed at conducting agency business more effectively and efficiently and ensuring that our program activities are results-oriented so that we fully comply with the Government Performance and Results Act. A recent evaluation of this process, conducted by Arthur ,

Andersen LLP, found that the PBPM process is sound and has improved our integrated planning. We are continuing to refine the implementation of the PBPM process to strengthen the linkage between goals, strategies, resources, and results.

We look forward to the opportunity to discuss our plans with you or your staff.
