Dear Chairman Thomas:
I am enclosing the U.S. Nuclear Regulatory Commission's (NRC's)
Multi-Year Affirmative Employment Program Plan for FY 1988 through FY 1992.
The plan has been developed in accordance with the U.S.
Directive No. 714 (MD-714) y Commission's (EEOC) Management Equal Employment Opportunit As we have pointed out in the past, the statistics indicate that the percentage of women and minority representation in the total i
professional civilian labor force is disproportionally higher than in the engineering and scientific work force and cannot b' 1
uniformly applied as the standard fnr engineering and sci ific occupations.
This is particularly true of our largest occu s-r tional groups:
Nuclear Engineering (840), General Engineering Physical Science (1301)g (810), Pechanical Engineering (830),
(801), Civil Engineerin, and Health Physics (1306).
In order to produce more accurate data, the NRC contracted with the U.S.
Departnent of Energy and Oak Ridge Associated Universities to develop specific information pertaining to the representation of female and minority engineers and scientists in the work force.
This information was used to determine imbalance between the NRC work force participation rate and the available werk force in the engineering and scientific occupations.
The corputations for otht; professional and technical aisciplines were done according tc the instructions centained in MD-707 using the 1980 census data report provided by EEOC.

The NRC will continue its efforts to recruit women and ninorities and believes it can improve its performance in this regard.
It must be recognized, however, that in addition to the lack'of available target group persons and the declining NRC FTE levels, the lack of competitiveness in the salary levels and perquisites that the Guvernment, as opposed to the privats. sector, can offer potential employees will make this recruitment effort difficult.
We also will make every effort to sustain the progress already achieved in the area of equal employment opportunity.
