LASALLE PERFORMANCE ASSESSMENT FOR INPUT TO SENIOR MANAGEMENT MEETING In response to your October 20, 1988 note, the following assessment on LaSalle is provided:

In November of 1985 CECO was issued a 50.54(f) letter because of LaSalle's poor regulatory history; equipment and system problems; excessiv: procedure changes, number of outstanding work requests, limiting conditions for operation time clocks and Technical Specification abnonnal conditions which operators had to deal with and general inability of CECO management to improve the performance at LaSalle County Station. On September 14,1987 the 50.54(f) letter was rescinded because perfonnance improved to the point where all functional areas received a Category 2 in contrast to four functional areas receiving Category 3 ratings in the previous SALP. The assessment team concluded that LaSalle had in place the necessary management mechanisms and a staff that was appropriately motivated to produce acceptable operations performance.

In addition, we observed an improvement in overall regulatory perfonnance, including a reduction in the number of equipment problems resulting in Engineered Safety Features (ESF) actuations, reductions in personnel errors and number of outstanding work requests and procedure changes, and a reduction in items that constitutes a burden on operators, such as alanning annunciators.

The SALP 7 report was issued to CECO on June 1, 1988. All functional areas were rated Category 2 except for Licensing Activities which were rated Category 1. Operations showed significant improvement, particularly in areas of management involvement and response to NRC initiatives even though it received a Category 2 rating. Emergency Preparedness was rated a Category 2 and improving, versus a Category 2 at the end of SALP 6. Quality Programs and Administrative Controls affecting quality showed improvement in areas of management involvement and response to NRC initiatives even though it was rated Category 2.

The Maintenance Category 2 is "low" and increased attention needs to be given to the balance-of-plant area. During the closing remarks at the meeting, Bert Davis stated that "this is not a bad SALP, but LaSalle did not stay up with the improvements occurring in the rest of the industry."

SALP 7 weaknesses were noted in (1) plant operations; control room shift manning is the minimum that will satisfy T.S. requirements, (2) radiological controls; nonradiological control standards are used and RCT perfonnance testing (3) maintenance; operational events (BOP) were G3111f0217 s81107 0\

LASALLE PERFORMANCE ASSESSMENT 9 indicative of preventive maintenance problems, (4) surveillance; operational events, missed surveillances, personnel errors, ESF actuations and high nunber of LERs, (5) fire protection; fire brigade response needs additional improvement, and (6) outages; staffing is marginal.

Hardware modifications which are expected to be completed within the next two years include the snubber reduction program, drywell cooling modification, installation of the alternate rod insertion system, detailed control room design review modification, replacement of Static-0-Ring switches with Rosemount Analog transmitter trip units, and R.G. 1.97 implementation.

The ability to sustain improvements has been comitted to by Cordell Reed to aggressively work to improve SALP and Performance Indicator Awa eness in station attitudes and also to improve regulatory perception. The current trends indicate that this comitment continues and will be even more focusscd e5 CECO implements the LaSalle SALP Improvement Program.

LaSalle has a long way to go to become an above average perfonner and continued NRR/ Region III attention is warranted.
