March 30, 1987 Docket Nos. 50-277 50-278 License Nos. DPR-44 DPR-56 Mr. Daniel R. Muller, Director BWR Project Directorate #2 Division of BWR Licensing ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, D.C.

SUBJECT:
Peach Bottom Atomic Power Station Units 2 and 3 Standby Liquid Control System ATWS Rule License Amendment Application
Dear Mr. Muller:
The subject License Amendment Application was filed with the Commission on January 22, 1987.
During a March 19, 1987 telephone conference between Licensee and the Commission staff (Project Manager and technical reviewer), a change to the Application (Surveillance Requirement 4.4.B.4) was recommended to Licensee.
It was recommended that time limits be incorporated for calculating solution boron enrichment and verifying enrichment by subsequent analysis.
Licensee concurs with the recommendation and hereby amends the January 22, 1987 Application by revising Surveillance Requirement 4.4.B.4 to states Enrichment Following each addition of boron to the solution tank, calculate enrichment within 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
.
Verify results by analysis within 30 days.

Mr Daniel R. Muller March 30, 1987 Page 2 A revised Technical Specification page 117 is attached reflecting this revision.
This revision establishes precise time limits for determining the enrichment of the boron solution and does not affect the methods which have been planned for determining i
enrichment.
As discussed in the January 22, 1987 Application and i
the additions to the Bases (page 120) proposed by the Application, proper enrichment of the solution will be established by combining natural borax and enriched boric acid in stoichiometric quantities.in demineralized water.
Promptly after mixing, total solution quantity will be determined from a tank level measurement solution concentration will be determined frcm a sample analysis, and the as-left enrichment will be calculated.
This process will be strictly controlled and documented by a written procedure.
Licensee considers the results of the as-left calculation within 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
to be reliable and acceptable for determining operability of the system.
For added assurance, a sample of the solution will be sent to an offsite vendor laboratory to be isotopically analyzed for enrichment.
To provide sufficient time for shipping, processing and receipt of the written analysis report from the laboratory, Licensee proposes a time limit of 30 days to verify enrichment by analysis.
i Licensee believes that this proposed revision is bounded by the significant hazards consideration determination in the January 22, 1987 Application because the revision merely adds j
time limits for determining enrichment.
This revision will l
ensure uniform interpretation of the surveillance requirement.

information, please do not hesitate to contact us.
Very truly yours, bi4-[
