CP-88-36 (INTERIM REPORT)

Gentlemen:

On October 6,1988, TV Electric verbally notified your Mr. Robert F. Warnick of a deficiency involving the Chemical Volume and Control System (CVCS) charging pumps alternate minimum flow recirculation piping.

This is an interim report submitted for a potentially reportable condition under the provisions of 10CFR50.55(e).

Piping from the outlet of relief valves 1-8510A & B and 2-8510A & B in the CVCS charging pumps alternate minimum flow recirculation flowpath are required to be supported such that the pressure boundary will remain intact and will allow flow through the piping following a Safe Shutdown Earthquake (SSE),

Compliance with this design requirement has not been demonstrated.

A walkdonn was conducted to determine the as-built configuration and a stress analysis is being performed to determine if the CVCS charging alternate minimum flow line meets the Westinghouse design basis requirements.

Upon completion of this stress analysis v,e will be able to assess the impact of this deficiency on the safe operation of the plant.

TV Electric will submit a report on this issue no later than February 3,1989.
