REVIEW OF LICENSE AMENDMENT APPLICATION DATED MARCH 6, 1987 BACKGROUND Duquesne Light Company (DLC) by application dated March 6, 1987, requested authorization to receive, possess, inspect, and store six reactor vessel radiation surveillance test capsules.

A.

Radiation Safety-l Each radiation surveillance test capsule contains U, O powder g

encapsulated in a brass capsule and Np02 powder encNpsulated in a 1.-

stainless steel capsule.

The capsule of U-238 and capsule of Np-237 are sealed in a steel block.

There is a total of six surveillance test capsules containing U-238 and.

j Np-237. Therefore, the potential for generating airborne radioactivity from the material is minimal and the principal pathway for exposure to an j

individual is via external radiation. These capsules will neither affect i

the health and safety of plant personnel nor the environment because the small quantities of radioactive material involved are sealed sources.

l There is no requested change to the activities or radiation safety controls at the facility. The radiation protection controls at the facility are adequate for the protection of the health and safety of the plant personnel, i

the public, and the environment.

B.

Nuclear Criticality Safety There is no requested change to the type or quantity of fissile material at the site. Therefore, nuclean criticality safety controls at the facility are adequate.

Environmental Effects There is no requested change to the environmental protection requirements of the facility.

In accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
