In response to your letter to Mr. Nussbaumer regarding certain aspects of the Low-Level Radioactive Waste Policy Act of 1980 (P. L.96-573) I have enclosed a copy of a recent version of draf t federal legislation. The proposed legislation addresses many of questions you have raised.
At this time there is much uncertainty as to what action (s), if any, might be taken on January 1, 1986 by those states that presently have low-level radioactive waste sites.
