DOCKET NUMBER 50-483 CALLAWAY PLANT REVISION TO TECHNICAL SPECIFICATION TABLE 3.3-3

Reference:

ULNRC-1335 dated 6-30-86, LER 86-018-00 Union Flectric Company herewith transmits one original and one conformed copy of an application for amendment to Facility Operating License No. NPF-30 for Callaway Plant.

This amendment application requests that the applicable modes for Item 6.g of Technical Specification Table 3.3-3, auxiliary foodwater actuation upon the trip of both main be clarified regarding the blocking of this feedwater pumps, start signal during normal plant startups and shutdowns.

This start signal is not assumed in any accident analyses performed for Callaway Plant.

Further, this change would not affect the other start signals including the one assumed in the accident analyses, low-low steam generator water level.

Consistent with the SER and the FSAR, the modo clarification would allow the his start signal to the motor-driven auxiliary blocking of feedwater pumpo just before shutdown of the last operating main feedwater pump during plant shutdowns and would require the restoration of this function just after the first main feedwater The pump is placed into service during plant startups.

referenced LER was written to report an event involving the improper use of these block switches due to inadequate procedural controls and the lack of clarity in the Technical Specifications as to when the block nwitches could be employed.

The proposed Technical Specification change would become effective for Union Electric implenentation upon NRC approval.
