Enclosed for your information is a copy of the report for the NES-Selamco allegation inspection. The report contains information concerning the alleged use of uncertified welders and falsification of records for a number of spent fuc'. storage racks and the reactor cavity pool seal at Haddam Neck.
NES-Selamco responded to the allegations and implemented corrective action for the two allegations which were substantiated. Carolina Power & Light reviewed the NES-Selamco response and found both the response and corrective action acceptable.
The Vendor Program Branch received the allegations in 1986.
However, the NES-Selamco facility was closed by the parent company, NES, in 1986 and the records were transferred to the NES Danbury, Connecticut office. Due to these facts, only a record review of the allegations at NES vas feasible.
Based on our review, additional corrective action by NES is not necessary.
