LER0's preparation fer the June 7 9, 1988 FEMA graded exercise of the Shoreham I
L Offaite Radiologteal gmergency Response Plan.

As part of its pr%3 ration for the 1988 exercise. LILCO sent by certified

mall letters to each outa!de orgartration and entity identified in the LERO Plan, re-l l
questing that the oualde orgwrations participate in the 1988 exercise. Among the

outside organizations r.nd entitics receiving such a request to participate were all l

- 2-schools within the 10-mile EPZ, all special f acilities identitled in the LERO Plan, the American Red Cross, and the governments of Suffolk County, Nassau County, the state of New York, and the State of Connecticut. LILCO received written responses to vir-tually all of its inquiries. LILCO maintains in its files the original or true and accurate duplicate copies of each of these letters and responses. As these letters and responses indicate, in each case (including governments, schools, speelal facilities and the Ameri-(fi.a Red Crces), the reason for non partleipation wu not the atmenee of a request by LILCO tiut a refusal hn most cases, written) by the requested organlaation.

True and accurate copies of the, letters and responses described in para-graph four above are contained in Attachments 2,3,5,4,7 and 8 to LILCO's Response to the 1988 Exercise Contentions.
