This refers to the inspection conducted by Ms. C. Abbate and Mr. P. Milano of this office on February 3-4, 1987, of your office in Danbury, Connecticut and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.
This inspection was conducted as a result of allegations the Nuclear Regulatory Commission (NRC) received concerning the use of uncertified welders and possible falsification of welding records at the Nuclear Energy Services (NES)-Selamco facility in Greensboro, North Carolina between September 1982 and January 1983.
The welding and records in question involved the fabrication of high density fuel storace racks (FSR) fnr a number of plants and the reactor cavity pool seal (RCPS)forConnecticutYankee.
Two of the nine allegations were substantiated in that uncertified welders per-formed work on FSRs and the RCPS, and welder certification practices were not in accordance with ASME Section IX requirements. These two areas were identi-fied by NES-Selamco in 1983 and corrective action was taken at that time (see NES-Selamco responte to the allegations - Appendix B of report). The documen-tation regarding the corrective action was reviewed during the inspection.
NES-Selamco was closed in 1986 by the parent company NES and the records trans-ferred to the NES Danbury, Connecticut office where this inspection took place.
The records which were examined during the inspection and the specific findings are discussed in the enclosed report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Roon.
