Docket No. 70-7001 Monthly Update on Progress of Seismie Upgrades to Buildings C-331 and C-335
Dear Mr. Pierson:
In accordance with USEC's commitments in our April 15,1998 letter (Reference 1), the purpose of this letter is to provide the monthly update on the progress of the installation of the seismic upgrade modifications to Buildings C-331 and C-335.
Issue 36 of DOE /OR-2026," Plan for Achieving Compliance With NRC Regulations at the Paducah Gaseous Diffusion Plant" (the Compliance Plan) requires that the modifications to increase the seismic capacity of Buildings C-331 and C-335 be completed by June 30,1999. However, as identified in our previous monthly status reports (Reference 2), USEC has determined that an additional 12 months will be required to complete the seismic upgrades to account for unanticipated construction difficulties and reduced worker productivity due to high temperatures. A Certificate Amendment Request was submitted on January 12,1999 (Reference 3) to request NRC review and approval of a change in the schedule for completing these upgrades to June 30,2000.
USEC is continuing to implement productivity improvements and the rate oflocation completions has steadily risen. During March,42 locations were completed. The projected schedule fbr April shows 40 completions, which will be the second consecutive month that the completion rate has been suflicient to meet the proposed June 30,2000 completion date. The enclosure to this letter provides the progress ofinstallation of the modifications through April 8,1999.
