ORDER The NRC staff has been orally requested to supplement its November 1, 1988 response to our October 25, 1988 order.

The basis for the request was that the November 1 response did not directly address, as called for by the October 25 order, "the question poced by the Attorney General's October 21, 1988 notice of appeal and accompanying letter of the same date." In the third paragraph of that letter, the Attorney General suggested the possibility that, in the unusual circumstances of this case, an appeal from the Licensing Board's October 12, 1988 nemorandum and order might lie ut this time. What we sought in our October 25 order was the views of the parties on the validity of that suggestion. The staff's response, however, did not even allude to the suggestion.

The supplemental memorandum shall be served and filed by November 8, 1988.
