AER0 TEST RADIOGRAPHY AND RESEARCH REACTOR EMERGENCY PLAN The staff has reviewed the revised emergency plan dated January 21, 1987, for the Aerotest Radiography and Research Reactor and, although the editorial changes made are acceptable, the plan is not responsive to agreements reached by you and the staff in 1984 The two items that have not been addressed were discussed in a telephone conversation on September 14, 1984, between you and Ms. Rosemary Hogan of the staff. During the discussion, you agreed to make changes to the July 1984 emergency plan to address the following review findings:

1)

Section VII.A identifies the control room as the Emergency Support Center (ESC). Sectio V.A.1 specifies high radiation levels (>100 mR/hr) in the control room as an emergency action level. These high radiation levels would require evacuation. The plan should address an alternate ESC with appropriate equipment from which emergency control directions will be given in case the primary ESC becomes uninhabitable.

2)

Section VI.E.1 states that the alternate assembly area would only be used in case of fire.

If the assembly area, which is the control room, were to become uninhabitable due to radiological conditions, the alternate assembly area should be used. The plan is too l

restrictive with regard to the use of the alternate assembly area.

You are requested to provide a response addressing these items within 60 days of the date of this letter.
