. March 4,1999 Ms. ShirleyJackson Chairperson Nuclear Regulatory Conunission 11555 Rockville Pike Rockville, Maryland 20852
Dear ChairpersonJackson and Members of the Commission:
I was present at the March 1, Riverhead, New York NRC meeting regarding the restart of Mdistone Unit
- 2. If the response of the public to the Unit 2 restart was reported to you accurately, you will know that the opposition was quite vocal, to say the least.
4 As you should know by now, long Islanders distrust the NRC. We know you are allowing Millstone to operate simply to keep it from going bankrupt. How you can let it continue to operate despite its numerous violations is unconscionable. If there is a mehdown we on long Island are trapped. Don't you understand that?
If you doubt the commitment ofIong Islanders to closing all of Millstone, you are sadly mistaken. We have formed a Coalition Against Millstone, which comprises just about every environmental and socially-conscious organization on long Island, to name only a few, the Group for the South Fork, the 1.cague of Women Voters of the Ilamptons, the South Fork Groundwater Task Force, the North Fork Protection Society, the Preservation of Sag Ilarbor Society, and Standing for Tmth About Radiation. In addition to closing Millstone, another of our aims is to have the NRC investigated because we know that you are threatening the lives of many thousand ofinnocent people just so that a defective plant can continue to operate for economic benefit.
And we have just begim.' We are not going to stop. Now we are reaching out to the good citizens of Connecticut, and at the same time enhsting the help of the many notable political, educational, media and entertainment figures who live here in the Ilamptons. We are not going away.
In response to an cadier letter of mine, Elinor Adensam, Director, Project Directorate 1-2, Division of 1.icensing Project Management, Office of Nuclear Reactor Regtdation, wrote that at the March 1 Riverhead meeting, the NRC would " outline the process the NRC uses to detennine if plants that have been shut down for a significant amount of time can be restarted." No such thing was discussed. The five gentlemen simply sat there mostly mute for several hours, three of whom never uttered a word.
You see, we know the meeting was a sham. We know the NRC has already made up its mind to restart Unit 2, especially since Unit 3 has to shut down for a refueling. We know all of that.
We also know that you and your commissioners are good people. But you have blinded yourselves to the terrible dangers of Millstone. I woula ask all of you to dig down deep into your conscience and ask yourselves if you truly have the welfare of long Islanders in your heart. If there is a meltdown at Millstone and we have the same Noreaster that blew our way for several days last week and we are trapped, couki you live with yourselves?
Sin ere,
C 4
