CONTRACT NRC-33-96-194, SBA #0353-96-0-0604'1 ENTITLED "NEXT GENERATION NETWORK"
Dear Mr. Hall:
This letter responds to your February 10,1999, letter in which Sytel requested to subcontract with Nortel Networks on a sole-source basis.
Please provide the following information:
1.
How did Sytel determine that Nortel is the only responsible source to provide the service? Why is Nortel the only one source with unique capabilities? Provide more information as to how this was determined.
2.
Item number five of your request states a copy of Nortel's quotation showing their list prices, and GSA Schedule prices and discounted prices were attached. The list attached to your request did not indicate a GSA contract number nor does it indicate that these
{g prices are associated with GSA in any way or did it indicate the discount for the services quoted. Please explain and provide this information.
3.
From the information provided we cannot agree that the price is fair and reasonable.
Please provide additional information as to how Sytel determined the price to be fair and
