In accordance with 10 CFR 76.68(b), the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of the 1999 Annual Update to the certification documents for the Paducah, Kentucky Gaseous Diffusion Plant. The 1999 Annual Update consists of the following document:
Revision 38, April 14,1999, to USEC-01, Application for United States Nuclear Regulatory Commission Certification, Paducah Gaseous Diffusion Plant The 1999 Annual Update (Application Revision 38) includes:
Changes to the Safety Analysis Report to reflect plant changes implemented during the period February 16,1998 to March 15,1999; Changes to the Quality Assurance Program Description, Emergency Plan, Fundamental Nuclear Materials Control Plan, Classified Matter Protection Plan, and Radioactive Waste

Management Program to reflect plant changes implemented during the period November 16, 1998 to March 15,1999; 44((f Certain other changes and updates to the wording in the Certification Application implemented during the period February 16,1998 to March 15,1999.
The above changes have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Copies of evaluations performed in accordance with 10 CFR 76.68(a) are available at the site for review. Revision bars are pmvided in the right-hand margin to identify changes. Revision 38 was implemented effective April 14,1999.

Paperiello April 14,1999 GDP 99-0063, Page 2 The Revision 38 changes to the Fundamental Nuclear Materials Control Plan and Classified Matter Protection Plan contain certain trade secrets and commercial and financial infonnation exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 38 changes to these plans are being submitted under separate cover (USEC Letter GDP 99-0064).
