Georgia Power Company hereby reports information regarding the Plant Vogtle Unit 1 moderator temperature coefficient pursuant to Technical Specification 3.1.1.3.

By copy of this letter, submittal is made to the Regional Administrator of Region II as directed by Technical Specification 6.8.2.

During the performance of the Low Power Physics Test Program, the all rods out, hot zero power (AR0, HZP) moderator temperature coefficient (MTC) was determined to be positive with a value of +0.89 pcm/0F at a critical boron concentration of 1340 ppm.

1 In accordance with VEGP Technical Specification 3.1.1.3, calculations l

have been performed to determine control rod withdrawal limits (RWL) and the duration of time for which these limits are to remain in effect. depicts these RWL.

j The RWLs are based on the boron concentration for which the MTC will be less than

-0.5 pcm/0F.

Calculations have shown that the RWL restriction must be imposed up to and including 30% of full power.

Further, the RWL can be completely removed when the AR0,
HZP, Xenon / Samarium-free critical boron concentration reaches 1200 ppm.

This occurs at a burnup of 6000 MWD /MTU.
