Dear Mr. Haelsig:
In response to Mr. Snedeker's letter of March 10, 1986, the interim approval of certain enviralloy high integrity containers is extended to June 30, 1986. This continuation of interim approval status is conditioned as follows:
1.
This interim approval is limited to a period beginning April 1 and ending June 30, 1986, unless restriction 4, below, is applied.
2.
The gross weight of any EA-142 container may not exceed 10,000 pounds.
The gross weight of any EA-190 container may not exceed 20,000 pounds.
The gross weight of any EA-210 container may not exceed 20,000 pounds.
3.
Testing and certification by the generator must clearly indicate that the limitations stated on Pages 5-53 through 5-55 of the Topical Report (Nu-Pac Enviralloy HIC, Revision 0, 6/84) have been met.
4.
There will be an immediate recall and modification of containers in inventory which do not contain radioactivity when and if a design enhancememnt is required as a result of the topical report evaluation now in progress.
5.
Each waste generator to be provided an Enviralloy container must be identified and approved in advance by the department.
No new Enviralloy customers of Nu-Pac will be approved by the department during this interim period. Approved utility customers are: Portland General Electric - Trojan Plant, San Onofre Generating Station, WPPSS, Thre: Mile Island Unit Two, Northern States Power - Monticello .at Arkansas Power
- Unit One, and Arizona Public Service - Palo Verde Unit 1.

Class A, B, and C wastes are approved for disposal in the Enviralloy container; however, the limit for Class C waste shall be reduced to 25 percent of the allowable Class C limits for each container as specified in Appendix E of US Ecology's License Number WN-1019-2, Amendment 16, or successor document when issued.
7.
All Enviralloy containers received by US Ecology at the low-level waste disposal site on the Hanford Reservation under this interim approval must be buried in accordance with the conditions for Class C wastes.
For these require-ments, please refer to the radioactive materials license issued by the department to US Ecology, Inc.
8.
A copy of this letter must accompany etc; shipment of waste made pursuant to this letter of authorization.
This interim approval is further restricted to the following number of containers for each of these Nu-Pac customers:

This interi:a approval is based on compliance with the restrictions noted above and terminates at midnight, June 30, 1986, or sooner if restriction 4, above is issued for one or more model EA packages, the conditions of the certificate of compliance shall take precedence over this interim approval. The use of Enviralloy family packages by non-utility customers cannot be fully approved until the department spec-ifically reviews the chemical form of the waste proposed to be disposed and the suitability of the Enviralloy family to contain such waste.
Use of Model EA50/FL50 containers is subject to the terms and conditions of the department's Certificate of Compliance Number WN-HIC-02 for package Identification Number DSHS-HIC-EA-50.
