The proposed amendment would change the plant Technical Specifications (TSs) to reflect the Cycle 9 core reload and to change the variable low

pressure trip setpoint. The affected TS Sections are as follows: Section 2.1, i
Safety Limits, Reactor Core; Section 2.3 Limiting Safety System Settings, l
Protective Instrumentation; Section 3.5.2, Control Rod Group and Power Distri-f bution Limits; and Section 5.3, Reactor Design Features.
The proposed action is in accordance with the licensee's applications l
for amendeent dated July 20 and August 31, 1968.

The proposed TS changes are needed to support the loading of 60 fresh fuel asientlies (FAs) and 52 burnable poison rod assemblies (EPRAs), the shuffling of 116 FAs, the reinsertion of one previously used FA, and the replacementofSblackaxialpowershapirigrods(APSRs)withgreyAPSRs. the previous cycle, but the group designstions are different, in addition other TS changes proposed would permit revised quadrant tilt lirits, and a less restrictive variable low pressure trip setpoint.

The Cere.iission has evaluated the environnental ispect of the proposed anendment and has determined that neither the probability of accidents nor the post-accident radiological plant releases would be greater than previously detert'.ined. The proposed mendment does not otherwise affect radiological plent effluents during normal operation.
In addition, the proposed amendment does not have ar.y influence upon occupational radiation exposure. Therefore, i
the Cemission concludes that there are no significant radiological environ-rental iepacts associated with this proposed amendr.4nt.
With regard to potential nonradiological ispects, the proposed TS changes involve features located entirely within the restricted area as defined in' i
10 CFR Part 20. They would not affect non-radiological plant effluents and would have no other environeental irpact. Therefore, the Corrission concludes that thiere are no significant non-radiological environrental impacts asscciated with the proposed exerption.

Since the Comission has concluded that the environrental effects of the proposed action are not significant, any alternative with equal or greater envircrrental irpacts need not be evaluated.

Based upon the foregoing environnental assessment, the Comission concluded I
that the proposed action will not have a significant effect on the quality of the human environt.ent. Accordingly, the Comission has determined not to pre-t pare an environrental impact statement for the proposed license amendment.
