Dear Congressman Hughes:
Your letter of March 2,1987 to Chairman Zech requested information regarding a constituent's concern about the use of 0-rings in nuclear power plante, in light of the Space Shuttle Challenger problem.
I hope the following information will be useful.
0-rings are a standard engineering product that are used in nuclear power plants although used in a different engineering application than the space shuttle.
Applications in nuclear power plants rar ge from primary coolant pressure seals to standard plumbing equipment.
In all cases tha NRC requires plant designers and operators to analyze the consequences of equipment failures by postulating leaks or breaks in pressure boundaries. The consequences of such failures must be shown to be within NRC guidelines, or the design of the nuclear power plant appropriately modified.
In most cases, an 0-ring failure would have mirior consequences.
Where 0-rings are used to seal the covers of electrical equipment for safety systems installed to cope with a loss of coolant accident, the equipmer.t must successfully pass qualification tests showing its ability to function during such accidents. The NRC imposes additional requirements on manufacturing, installation, and maintenance operations to ensure that installed equipment has the same integrity as the test specimens.
