The application for amendment filed by the Public Service Electric &
Gas Company. Philadelphia Electric Company. Delmarva Power and Light t
Company and Atlantic City Electric Company (the 1icensees) dated October 10. 1988. complies with the standards and requirements of r
the Atomic Energy Act of 1954, as amended (the Act), and the Comission's
(
rules and regulations set forth in 10 CFR Chapter in B.
The facility will operate in conformity with the application. the I
provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable asserance: (1)thattheactivitiesauthorizedby this amendment can be conducted without endangering the health and safety of the public, and (ii) that sach activ*iits will be conducted in compliance with the Coscission's regulat'ons set forth in 10 CFR Chapter II l
D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and

The issuance of this amendment is in accordance with 10 CFR "art 51 of L
the Comission's regulations and all applicable requirements have been l
satisfied.

Accordingly, the license is amended by changes to the Technical Specifica-tions as indicated in the attachment to this license amandoent, and paragraph 2.C.(2) of Facility Operating l' cense No. OPR-75 is hereby

ALTERNATE INSPECTION SAMPLING PLAN FOR SALEM UNIT 2 FCURTH REFUELING OU'INGE During the Salen Unit 2 Fourth Refueling Outage, indications associated with wall degradation were detected on the tubing of the No. 22 and No. 24 Steam Generators.
The condition was a
established as occurring on the inside diameter of the Row 1 tubes in the tangential region of the u-bend.
The following alternate action may be taken in place of that required by Technical Specification Table 4.4-2 when the results of the initial sample requiras that an additional sample or samples must be inspected and the condition for which the added inspection is required is limited to the Row 1 tubes.
When l
examination results fall into a C-2 or C-3 Supplemental Sample Category, pursuant to Technical Specification Table 4.4-2 as a result of Row 1 and/or Row 2 e-bend defective or degraded tubes, l
additional samples uay be limited to Rows 1 and 2.
The results of the examination of the Row 1 and Row 2 tubes will be exempt t
from the additional sampling requirements of Technical Specification Table 4.4-2.
This change applies to only those steam generator oddy current inspections performed during the Salem Unit 2 Fourth Refueling Outage.
