On July 31, 1986, Westinghcuse Electric Corpors' f on notified Georgia Power Company that Veritrak/Tobar transmitter uncertainties in excess of those assumed in the .eafety analysis had been discovered in transrnitters manufactured by Veritrak/Tobar. By letter dated August 25, 1986 Westinghouse provided revised setpoints for Low Pressurizer Pressure Safety Injection and Low-Low Steam Generator Water Level taking into account the additional errors associated with the Veritrak transmitters. Since the Veritrak transmitter issue was still under review by Westinghouse, it was recommended that the setpoint changes be controlled adtr'nistratively until a. final resolution was obtained.

The Veritrak transmitter issue was discussed in a meeting between members of the NRC staff, Georgia Power Company, Southern Company Services, Westinghouse, and Bechtel, held in Bethesda, Maryl and , during the week of October 20, 1986. An agreement was raade to include footnotes in the Technical Specifications to ensure appropriate interim measures were taken until the Veri trak issue was resolved. This was documented by letter dated December 22, 1986, from Melanie Miller to Georgia Power Company.

The Veritrak transmitter issue has been resolved for Plant Vogtle through reanalysis using statistical methods and by replacement of various transmitters allowing the footnotes in the Technical Specifications concerning this issue to be removed. In addition, the setpoints for Low Pressurizer Pressure Safety Injection and Low-Low Steam Generator Water Level may now be reset at the original settings in accordance with the Technic.al Specifications.

A Techotcal Specification amendment to remove the footnotes associated with the Veritrak transmitter issue will be included in the amendn. ant package requesting the Unit 1 Operating License be updated to the combined Units 1 and 2 Technical Specifications.
