It has been brought to our attention that Georgia Power Company (GPC) submittals dated on or about September 15, 1980, which pertained to Plant Vogtle were not received by the NRC in a timely manner.

We believe the only submittals that were involved were the monthly operating report (GPC letter VL-64) and the response to a notice of violation for sh" Enforcement Action EA88-167 (GPC letter NON-00314).

It is our understandi'.9 that you have now received the aforementioned submittals through either hand delivery (to NRC Region II) or through the mail.

We were unable to ascertain the reason for the delay in your receipt of our submittals and regret any inconvenience this n.ay have caused you.

These 1e' ters were signed on September 15, 1988 and were placed in the GPC mail system that day.

The delay evidently occurred either in the GPC mail system or the U. S. Postal Service handling of the letters.

In future cSrrespondence greater care will be exercised in ensuring prompt delivery to the U.S. Postal Service.

We will continue to take extra precaut'ons when submitting confidential or safeguards materials by using certified mail.
