SEQUOYAH NUCLEAR PLANT (SQN) UNIT 1 - COMPLIANCE WITH 10 CFR 50.49, ENVIRONMENTAL QUALIFICATION (EQ) 0F ELECTRICAL EQUIPMENT IMPORTANT TO SAFETY FOR NUCLEAR P0HER PLANTS By letter to S. A. White from B. J. Youngblood dated December 5, 1986, NRC raquired as a confirmatory action before restart that TVA certify that nine issues were completed or resolved.

By letter to Stewart Ebneter from R. L. Gridley dated March 24, 1987, TVA identified the technical issues /fleidwork that remained to be resolved / completed before restart of SQN for compliance with 10 CFR 50.49.

The technical issues to be resolved were (1) to determine qualification requirement $ for containment cooling for certain events. and (2) to review piece parts purchased as quality assurance (QA) level II.

A listing of outstanding fieldwork for both units I and 2 was also provided.

The subject of fieldwork completion is addressed in NRC Inspection Report 50-327/87-57 and 50-328/87-57, which stated, "With regard to fieldwork, TVA needs to formally notify the NRC when Unit 2 EQ fieldwork is completed (Unit I notification is also required)." By letter dated February 27, 1988. TVA provided certification that all restart work was complete for unit 2; staff acceptance is documented in NUREG-1232, Volume 2.

In the preliminary safety evallation report (SER) on TVA's Sequoyah Nuclear Performance Plan for unit I (TVA SER volume 2, supplement 1) dated September 21, 1988, NRC restated the requirement for TVA to provide certification that all restart work is complete for unit I before the entry of the unit into mode 2.

This letter provides the required certification for SQN unit 1.

In accordance with the above commitn. ants, this is the final submi ~ tal c

addressing th9se issues for SQN unit 1.

The Replacement Items Project has completed th' piece parts reviews required for 10 CFR 50.49 equipment before restart, anr identified corrective actions are complete.

Tht qualification requirements for containment cooling have been determined, and the unit I containmert cooling fieldwork has been implemented. All EQ fieldwork that was required for unit I restart (including the outstanding unit i fieldwork identif'.ed in TVA's March 24, 1987 letter and the unit I fieldwork associated with t'.ie confirmatory items from the draft SER on EQ for SQN) has been comp'eted.

NRC's letter from Stewart D. Ebneter to S. A. White dated Jaraary 21, 1988 (section 3.2.2.3 of the SER), documented staff review and i.pproval of resolution of the superheat issue that was identified as a remaining confirmatory ites in the draft SER.
