Areas Inspected: The scope of the inspection was limited to a series of radiation surveys of the facility's lead scrap receipt and hand 11r.g areas and interviews with facility personnel.

Results: Within the scope of the inspection, no apparent violations were observed. No evidence of radiation levels in excess of background were found.

2. Radiation Surveys Two inspectors from Region I accompanied personnel from the Pennsylvania Department of Environmental Resources (PADER) on a special inspection of the Exide Corporation smelter facility located in Muhlenburg Township, PA.

The NRC inspectors supported the inspection conducted by PADER. The purpose of the inspection was to investigate an allegation made to the Pennsylvania Attorney General's Toxic Waste Investigation and Prosecution Section regarding the prewnce of radioactive waste in scrap lead processed by Exide Corpora-tion. The alleger stated that lead shields from a nuclear medicine facility in Connecticut were contained in a shipment of scrap lead contained in a 55 gallon drum delivered to the facility. At least one of the shields was  ;

labeled with the radiation warning symbol and informstion stating that it had contained 20 millicuries of technetium-99m on January 14, 1987. The alleger also stated that the drum contained between 100 and 200 of these i shields. The alleger stated that he and five other co-workers removed a total of eight of the shields and hid them in a white plastic pail located i in a material bin located in the yard adjacent to a cement wall. The  !

i alleger also claimed that about three workers had subsequently suffered ,

! various symptoms including nausea, vomiting, dry heaves, and difficulty '

creathing after handling scrap from the drum.

l The inspectors began a survey of the facilities yard where materials l intended for reprocessing were received and sorted. Background radiation l exposure rates ranged from 7 to 15 microroentgens per hour (uR/hr). No l elevated radiation exposure rates were detected during a traverse of the  ;

yard or while examining areas that approximated the description provided by the alleger. No radiopharmaceutical shields were observed.

The inspectors then surveyed the building which housed the battery crusher, separation area, stockpiled materials, the control room, and smelter feed >

hopper. No elevated radiation exposure rates were detected in t'ie building or while examining areas that apprcximated the description provided by the alleger. No radiopharmaceutical shields were cbserved.

3. Exit Meeting  !

The NRC inspectors advised ths PADER inspectors of their findings. The PADER inspectors then conducted an exit meeting with Exide Corporatton personnel. After notification of Regien I management and the Pennsylvania ,

Attorney General's Toxic Waste Investigation and Prosecution Section of -

their findings, the NRC inspectors returned to Region I. '
