RECORD OF MEETING WITH EPRI TO DISCUSS NRC RECOMMENDATIONS FOR DESIGN OF ALWR ELECTRICAL SYSTEMS On October 26, 1988, Mssrs.W.Long(NRR/PDSNP and F. Rosa (NRR/SELB), met with Mssrs. Stephen Daubresse (MPR Associates))and Gary Vine (EPRI), at Whit Flint North to discuss staff reconnendations regarding the design of electric power distribution systems for advanced light water reactors. These reconnendations are described in the attached meeting handout. Mr. Rosa briefed the visitors on the SELB reconnendations, describing the objectiv.es and emphasizing that the one-line diagram is intended only as depicting one possible means of obtaining the desired objectives.

Following the briefing by Mr. Rosa, the visitors briefed the staff on EPRI's current approach to the design of the ALWR electric systen. They had in their aossession, a copy of the draft Chapter 11 "Electrical Power" of the ALWR Jtility Requireinents Document from which they showed the staff the proposed one-line diagrams. The one-line diagrams were different from the NRR p*oposal, however, it was obvious that the proposed design would also meet the staff objectives of eliminating fast transfers, providing diverse alternate power and blackout capability, perinitting off-line battery charging and providing separate DC power sources for each protection channel.

It is noted that EPRI's )ro sosed distribution system utilizes a three-tier functional approach wit 1 tie offsite power boards being at the first tier, the gas turbine generator loads the second tier, and the plant diesel loads being the third tier. Certain loads (i.e. instrument air compressor, reactor building HVAC, charging pumps) which by conventional practice are fed from the diesel boards but are not absolutely or innediately required for accident conditions, would be fed from the second tier. Mr. Rosa agreed that this basic approach is acceptable.

The attendees agreed that the meeting was encouraging and beneficial.
