Dear Mr. MacDonalett The above referenced Certificate of Compliance has an expiration date of November 30, 1988.
Hittman Nuclear does not intend to file an application for the renewal of this certificate of Compliance at this time.
Our recent review of the Safoty Analysis Report for the HH-600 cask has brought to our attention seme technical problems which we would need to address in the event we made this submittal.
In particular, the allowable shear strength values for ASTM A36 steel used throughout the Safety Analysis Report are inconsistent with one another and in several places are over-estimated in our best current-day judgement.
With one exception the substitution of generally recognized allowable shear strength values for those used in the SAR would appear to result in reduced but still adequate safety factors.
The axception is the ratchet binder lugs on both the primary cask lid and cask body (Item 3
on Hittman Nuclear Dwg.
C001-4-9602, Rev.
D and Item 6
on Hittman Nuclear Dwg.
C001-4-9601, Rev.
E).
We have found that these would not have adequate safety factors to demonstrate containment in a worst case drop situation.
Our assessment is that a
- thorough, line-by-line review of the SAR would necessarily be part of the preparation of an application.
We have based our decision not to apply on the above and the limited use of this cask model in recent years.
As appropriate to the above discovery, we have removed these casks from service as certified packages.
