UPDATE TO STAFF RESPONSE TO TASKING MEMORANDUM AND STAKEHOLDER CONCERNS Attached for your information is the staff's March update to the plan of short-and long-term actions to respond to selected issues raised during the July 30,1998, hearing before the Senate Subcommittee on Clean Air and Wetlands, Private Property, and Nuclear Safety and the July 17,1998, Commission meeting with stakeholders; Additions and changes to the February 11,1999, update are marked in redline and strike out.

Minor editorial changes have not been highlighted. Explanations for changes are provided in the associated remarks.

This month's update adds milestones scheduled to be completed between July 1 and September 23,1999. In the last update it was noted that consideration would be given to adding new. topic areas and deleting existing topic areas where the actions had been completed. The staff recommendations for additions and deletions have been provided to the Commission. The staff intends to include any approved changes in the subsequent monthly update to the tasking memorandum and stakeholder concerns. Since the last update the following significant milestones have been completed:

1.

Submittal of a Commission paper for proposed rule changes to 10 CFR 50.59 summarizing public comments and forwarding recommendations on final rule language.

Issuance of the draft environmentalimpact statement for Calvert Cliffs license renewal.

Issuance of the improved standard technical specifications for Commanche Peak Units 1 and 2.

IV.

Publishing Federal Register Notice for Direct Final Rule change for modifying 10 CFR 50.54(a), which will enable the rule to ba effective in April 99 provided there are no adverse comments.

The staff continues to devote significant resources on developing recommendations for improvements to the reactor oversight process and significant progress has been made.
