o APPENDIX A NOTICE OF DEVIATION Nebraska Public Power District Docket:
50-298/86-07 Cooper Nuclear Station License:
DPR-46 Based on the results of an NRC inspection conducted on February 24-28, 1986, a deviation from your commitments was identified. The deviation consisted of inadequate preventive actions.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the oeviation is listed below:
The response letters CNSS 857490 to NRC Inspection Report 50-298/85-20 and NLS 8400026 to NRC Inspection Report 50-298/83-26 both committed to training of engineering personnel to prevent further violations wherein procedures were not fully implemented.
In deviation from the above, one new site engineer and some senior general office engineers performing safety-related work were not documented as having been trained by applicable procedures as committed to in CNSS 857490.
Additionally, the procedure for training new site engineers did not address an applicable procedure (EP 3.3), and not all applicable site and general office engineers were documented as having been trained in the applicable procedures as committed to in NLS 8400026 (50-298/8607-02).
Pursuant to the provisions of 10 CFR 2.201, Nebraska Public Power District is hereby requested to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each deviation:
(1) the reason for the deviation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further deviations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
