February 23-27, 1987, a violation of NRC requirements was ' identified. The violation involved an inadequacy in the radiological emergency response .

training - program. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part _2, Appendix C (1986), ~ the violation is listed below:

10 CFR 50.54(q) requires that nuclear power reactor licensees follow and maintain in effect emergency plans -which meet the requirements _ of Appendix E to 10 CFR Part 50 and the planning standards of 10 CFR 50.47(b). 10 CFR 50.47(b)(15) requires that- those who may be called on to assist in an emergency be provided radiological emergency response training.

I Contrary to the above, as evidenced by interviews with two Shift Engineers-

, and one Assistant Shift Engineer during the inspection, licensed operators i had not been adequately trained on the use of Section A.1.0, " Emergency Action Levels," of Appendix A to the Radiological Emergency Plan as a supplement to the classification criteria contained in Procedure IP-1, ' .

" Emergency Plan Classification Logic."

This is a Severity Level IV violation (Supplement VIII).

i Pursuant to the provisions of 10 CFR 2.201, Tennessee . Valley Authority is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and'(5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. ' )
