l The Honorable Joe Barton Chairman, Subcommittee on Energy and Power Committee on Commerce Unites States House of Representatives Washington, DC 20515

Dear Mr. Chairman:

I Enclosed for the information of the Subcommittee is a copy of recently approved changes to the NRC's General Statement of Policy and Procedure for Enforcement Actions (Enforcement l

Policy). This document will be published in the Federal Reoister.

These changes establish an interim enforcement policy for users of certain industrial devices 1

containing NRC-regulated material. The NRC anticipates that these users may discover l

violations of NRC requirements as a result of proposed new NRC regulations. The interim policy provides relief from NRC enforcement action for such violations.
