i I have begun to assemble, catalogue, and examine the docu:nents which have been l

identified in the Massachusetts Attorney General's Request For Production of I

Documents dated October 19, 1933. I have also requested that the individuals L l who have control of or access to similar records in FD% Regional Offices in

} Ecston, Massachusetts, and Bothell. Washington, and at Argonne National f

t,aboratory, Argonne, Illinois, and Idaho National Engineering I,aboratory, Idaho ralls, Idaho, begin to assemble, catalogue, and send copies to TEMA 4

Headquarters to be examined.

I 3. At TD% Headquarters, I have identified 6 files drawers which contain  !

records identified by the Request for Production and I estimate that those 6 ,

]

drawers contain thirty thousand (30,000) pages. The sorting, cataloguing and preliminary exa.eination is proceet.ing at the pace of about four and one-half

, hours per drawer. When this stage of TD%'a search is completed, then the  !

r

documents must be examined by Attorney Flynn. After duplications and t

nonresponsive documents are eliminated, assumang that none of the remaining f documents will be withheld and taking into acccunt the photocopying which wall j

already have been done by other offices, I estimate that it will require 150 l hours of staff time to make the necessary photoco,9ies. Even though there is }

! i

. an office within TEMA which is equipped to handle large photocopying jobs (the j

! print shop), nevertheless, there is no gain in efficiency in having them do i

! I 1 this project because of the nonuniformity of the documents. Many of them are  ;

}

i stapled or printed on both sides of the page or nonstandard sises. All of r i

j them must be returned to their original files. The project amounts to many j dosens of smaller tasks rather than one very large task. Simply as a measure i

of the magnitude of the undertaking, if these same documents were requested [

t  ;

j f rom TDG Headquarters under the Treedom of Information Act, TD% would expect f I

advance pa pent of approximately 34.500.00.

4. From my discussions with the other offices which are searching their I i  !

j t j records, I estimate that arount of time and effort which their searches will i require is, in the aggregate, approximately equal to that of TEMA l Headquarters, i I

5. I have extensive experience in responding to Treedom of Information Act Requests for the Office of Natural and Technological Hazards. It is my judgment that FDd.A cannot comply with the the Massachusetts Attorney General's Request for Production much sooner than December 8, 1988.
