The purpose of this letter is to transmit, for your information, a copy of the TVA action items from our meeting with NRC at Watts Bar Nuclear Plant on March' 4-5,1987.

Mark Peranich, of your staff, was team leader for this meeting which focused on a review of the Sequoyah element reports of employee concerns in the QA category. As a result of these discussions, several action items were identified. These items are summarized on Attachment 1.

We have already incorporated many of these comments into our reports and see no obstacles toward quick resolution of the remaining items.

ATTACHMENT 1 NOTES FROM PRELIMINARY MEETING WITH NRC ON QACEG SQN REPORTS REPORT NUMBER RESULTS 80000 1.

NRC will review their report on procurement regarding Part 21 implementation. QACEG's report scope addresses program level only. No further action by QACEG is contemplated at this time.

2.

NRC will look at schedule for qualifying of cable beyond the 20 year lifetime stated in the SQN CAP.

QACEG will determine whether this action is scheduled or complete and if required, revise report.

80101 1.

NRC will review QACEG reports against the Nuclear Performance Plan and the CCTS.

2.

QACEG will revise paragraph 5.1.3 to reflect 100%

review of two AI's against the NQAM rather than j

" simple" as currently stated.

80102 1.

QACEG will revise report to reflect the applicability of the NSRS Report. This report was reviewed but adds no further information to the QACEG report.

2.

QACEG will verify that there was no reduction in area / scope / number of attributes in TVA Audit Modules covered by this report.

NRC will follow up on this item as well.

80105 1.

NRC requested and QACEG provided documentation verifying cancellation of this element.

80201 1.

QACEG will replace Attachment A with the SQN only list of concerns covered (overall program list was originally provided).

2.

QACEG will clarify the application of the compression fittings report to SQN and SQN's response regarding the Engineering Evaluation (Part of 10CFR50.55(e) report).

3.

QACEG will clarify information regarding " worst case RT examination" and its applicability to SQN. QACEG to review Report C017304 for applicability to this item and item 2, above, and cross reference it applicable.

4.

QACEG will clarify conclusions on NAVC0 and SECO to reflect which information applies to supplier.

Clarify the scope of work done on MSR's by SECO and the classification of the MSR's (Q or Non-Q).

QACEG will review SQN CAP regarding the applicability of the Weld Task Force Report and request clarification from SQN if necessary.

QACEG will reference NRC inspection report and state that this is still on open issue.

NRC to review TVA Topical regarding commitment to ANSI N45.2.6 and Regulatory Guide 1.58.

QACEG will also conduct a review of this matter.

QACEG will review, verify and include in the report, the results of the Engineering Evaluation on conduit bonds if this report concludes that there is no problem: QACEG Lo coordinate with ENCEG.

3.

QACEG will correct the reference to the TVA G-spec and National Codes in paragraph 5.2.1.

4.

QACEG will review report and, if necessary, review CI's and PI's for pen and ink changes. Report will be revised if appropriate.

5.

QACEG will revise report to reflect controls which preclude inappropriate cancelling of MR's.

QACEG will clarify report regarding status of Gate Holst Motors (could be energized manually) and present classification of equipment as CSSC or not.

2.

QACEG will provide cross reference Construction Report regarding physical pull testing of anchor bolts in paragraph 1.2.b.

3.

QACEG will revise parastaphs 1.2.c and 5.3.1 to reflect the 100% examination of Conax connectors and will identify the type of Conax connectors involved.

80301 1.

NRC requested and QACEG provided documentation verifying cancellation of this element.

80303 1.

NRC will review TVA Topical Report regarding the TVA commitments to N45.2.6 and Regulatory Guide 1.58.
