Dear Dr. Murley:
In the reference 1, 2 and 3 letters Philadelphia Electric Co.
submitted the strinary and supplemental reports for the Limerick Generating Station Units 1 and 2 Detailed Control Rocm Design Review (DCRDR). This review was performed on Unit 1 and Cormon Control P.com and Emergency Shutdcun Penels with a pian to extend the report coverage to Unit 2 upon ccrpletion of its control panel design.
Since the Unit 2 design was intended to duplicate the Unit 1 des!gn as closely as possible, the plan for Unit 2 was to:

Incorporate the design Inprovermnt s identified for Unit 1, and 2.
Identify, evaluate, and incrove as necessary those areas where the Unit 2 physical design layout differs frem the Unit 13 1 physical design, i

2-This plan is being irrolomented.
Item 2 has been ccnoleted and no physical differences were identifled.
The final irrproved design for the Unit 2 control panels will be verifled to be Identical to the Unit 1 pcnols. Consequently, the reports as orig;nally submitted are appilcable for l' nit 2.
F The pelor submittal of the reference 1, 2, and 3 letters with their attached reports satisfles the requirernent of paragraph 5.2.B of reference (4) for Limerick Unit 2.
The HEDs identified in the Reference 1, 2, and 3 letters that were scheduled to be ccrpleted prior to the end of the first refueling outage on Unit I will be corrected prior to fuel load on Unit 2.
Future changes to the Unit 1 Par,als (e.g. currently deferred HEDs or new issues) that do not pass the operator transparency criterla prior to licensing of Unit 2, will be Installed on Unit 2 crlor to IIcensing.
