MODIFICATION NO.1 TO TASK ORDER NO. 032 UNDER CONTRACT NUMBER NRC-03-98-021
Dear Ms. Beckman:
In accordance with Section G.5, Task Order Procedures, of the subject contract, this letter definitizes the subject task order modification which results in the following changes: (1) cancels all work associated w!th the " Millstone Unit 2 Independent Corrective Action Verification Program I
(ICAVP) Corrective Action Inspection," since work was delayed and has not been rescheduled; (2) adds " Task A, Waterford Engineering and Technical Support Inspection;" (3) adds " Task B, Braidwood Engineering and Corrective Action inspection; and (4) decreases the task order ceiling and obligated amounts by $14,438.24, from $103,595.02 to $89,156.78.
The effort shall be performed in accordance with the enclosed Statements of Work. The period of performance of Task A is March 27,1999 through April 30,1999. The g d of performance of Task B is March 27,1999 through May 15,1999. Accordingly. the task order is modified as follows:
" Task Order No. 032 shall be in effect from November 16,1998 through May 15,1999, with a cost ceiling of $89,156.78. The amount of $86,350.39, (Task A=$44,826.22; Task B=$41,524.17) represents the estimated reimbursable costs, and the amount of $2,806.39 represents the fixed fee.
The followir.g individuals are considered to be essential to the successful performance of Task A:
Mr. Babu Gupta and Mr. Donald Prevatte. The following individualis considered to be essential to the successful performance of Task B: Mr. Haywood Anderson. The Contractor agrees that such personnel shall not be removed from the effort under the task order without compliance witu Contract Clause H.4 Kev Personnej.

The inspection will assess the effectiveness of engineering activities through an in-depth review of calculations, analysis, and othar engineering documents used to support the design adequacy and performance of plant safety systems during normal, abnormal, and accident conditions. The inspection will also verify actions completed in connection with plant modification safety evaluations for conformance with regulatory requirements in addition to verifying regulatory committments that the licensee made with regard to the safety systems. The inspection will be performed in accordance with NRC Inspection Procedures 37001 "10 CFR 50.59 Safety Evaluation Program",37550" Enginee ing", and 93809" j
Safety System Engineering inspection (SSEI)".
OBJECTIVE j
Ths objsctive of Task A is to obtain expert technical assistance in the areas of mechanical systems and electrical /l&C design. Tim specialists are needed to assist the NRC inspection team in the performance of the inspection. The specialists should primarily have design backgrounds, such as from an architect-engineer firm with experience in mach:nical system des!gn and electrical /l&C design, respectively, in addition to system operational requiraments..The specialists should also be familiar with installation and surveillance testing of equipment along with cognizance of how site engineering and operations organizations function. The specialists should be thoroughly familiar with NRC regulations and inspection methodology. Also, the specialists should be familiar with the regulatory process, and should t,e cbis to develop a list of regulatory commitments from docketed licensee correspondence for the plant system (s) selected for review. The specialists will then be required to verify implementation of the licensee's commitments.
It shall be the responsibility of the contractor to assign technical staff, employees, and subcontractors, who have the required combination of educational background and experience to meet both the technical and regulatory objectives of ths work specified in this Statement Of Work (SOW). The NRC will rely on representation made by the contractor conceming the qualifications of the personnel proposed for assignment to this task order including assurance that all inform 1 tion contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is accurzta and truthful.
WORK REQUIREMENTS AND SCHEDULE The contractor shall provide the qualified specialists, and the necessary facilities, materials, and services to assist the NRC staff in preparing for, conducting, and documenting the inspection activities and findings. The Technical Monitor for this tisk is Charies Paulk. The Technical Monitor may issue technical instructions from time to time during the duration of this task order. Technical instructions must be within the general statement of work stated in this task order and shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to the basic contract for further information and guidance on any technical dir ctions issued under this task order.

NOTE: Prior to the start of on site preparation, the contractors staffis required to be available to coordinate inspection aspects, such as travel logistics, with the Team Leader.
REPORT REQUIREMENTS Technical Report At th3 completion of Task 1, the contractors specialist shall provide an inspection plan to the NRC Team Leader. The format and scope of this input shall be as directed by the NRC Team Leader.
During Task 2, the contractors specialist shall provide daily reports to the NRC Team Leader. The format and scope of this r port shall be as directed by the NRC Team Leader.
At ths completion of Task 2 (prior to the inspection team's exit meeting with the licensee), the contractors specialists shall provide e draft inspectica report input to the NRC Team Leader. The format and scope shall be as directed by the NRC Tecm Leader. Typically, this input will consist of a handwritten summary of the specialist's inspection findings.

s At the completion of Task 3, the contractor shall deliver the final inspection report input (feeder report) to the NRC Project Offic:r (original and one copy) with one hard copy and one comput.er diskette version (Wordperfect 6.1 or other IBM PC compitible software acceptable to the NRC Team Leade'r) to the NRC Team Leader. The format and scope of the final report inouts shall be in accordance with the guidance in NRC Inspection Manual Chapter 0610 or as directed by the NRC '
Team Leader.
A specialist's feeder report will serve as documentation of the specialist's inspection activities, effort, and findings, and will be used by the NRC Team Leader for the preparation of the NRC's inspection report. The form and scope of the final report input shall be in accordance with the guidance in NRC Inspection Manual Chapter 0610 or as directed by the NRC Team Leader. As a minimum, each specialist's report input shallinclude the following:

For each area inspected, a description of the activities and general findings and conclusions reached regarding o

MEETINGS AND TRAVEL For estimating purposes, the following meetings and travel are anticipated:
One, two-person,5-day trip to Region IV in Arlington, TX to prepare for the inspection (March 29-April 2,1999).
Onn, two-person,5-day trip to the Waterford site to conduct the inspection (April 12-16,1999).
Tha contractor's staff shall coordinate all travel arrangements in advance with the NRC Team Leader.
NRC FURNISHED MATERIAL Docum:nts required to prepare for the inspection will be provided by the NRC Team Leader.

Inspection will assess the effectiveness of engineering activities through an in-depth review of calculations, analysis, and other engineering documents used to support the design adequacy and performance of plant safety syst::ms during normal, abnormal, and accident conditions. The inspection will also verify actions completed in conniction with plant modification safety evaluations for conformance with regulatory requirements in addition to verifying regulatory committments that the licensee made with regard to the safety systems. The inspection will also verify the effsetivaness of the licensee controls in identifying relevant safety issues and then taking the proper corrective actions to rasolve those issues and try to prevent similar issues from happening.
