The enclosed modification to the Statement of Work (SOW) for Task Order 5, Subtask B.1, is submitted for proposal development. The work proposed in this modification is a restatement of the ongoing work to maintain the OSP Home Page as well as new work to enhance the OSP Home Page. We request that you review the maintenance items carefully since several actions have been added to existing work efforts. The new work items are numbered sequentially following the last number of the previous modification starting with # 23. Please submit, within 10 working days, a proposal to complete this maintenance and additional work effort through December 31,1999.

Statement of Work Modification for E7044, Task Order 5 Subtask B.1 WEB SITE CONTINUATION AND MAINTENANCE:

ORNL shall continue to manage the continuation and maintenance of the OSP Home Page.

This work involves the loading of new information into the existing structure of the OSP Home Page and the minor changes and maintenance of that structure within the bounds established in the specific work activities spedfied in items 1 through 10, and items 23 through 26 of the table below.

WEB SITE ENHANCEMENTS:

ORNL shall modify the existing OSP Home Page in accordance with the work activities specified in work items 26 through 30 of the table below. Upon completion of these enhancements, the ongoing maintenance of the modified OSP Home Page will be covered under the Web Site Continuation and Maintenance listed above.

WEB SITE CONTINUATION AND MAINTENANCE 1 - Agreement State Letters:

ORNL shall continue to prepare, QA, and upload an estimated 150 letters per year.

Estimated time to prepare, QA, and upload one letter of 3-10 pages with attachments of another 5-15 pages is approximately 46 minutes each. Assume about 15 letters (10%)

have very long attachments, e.g.,30-70 pages and take 80 minutes each 2 - Program Reviews:

ORNL shall continue to prepare, QA, and upload an estimated 14 Program Review packages per year. A review package consists of the review document and all the associated letters, approximately 3 to 5 files. The review package can be 25-100 paces depending on the size of the program reviewed. Each package is estimated to take cbout 1.5 - 3.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> to prepare and upload depending on its size.

3 - SS&D Sheets: i ORNL shall continue to prepare, QA, and upload an estimated 120 new SS&D sheets and perform approximately 300 SS&D sheet modifications per year. Most sheets are from 3 to 12 pages long. For efficiency and cost savings, SS&D sheet preparation and loading shall l coincide wiih the issuance of new and revised sheets. The estimated cost shall include '

copying, r, canning, editing the first page, merging, converting file into a PDF format, and  !

uploading the completed SS&D sheet to the OSP web site. To keep costs down, the first I page of each SS&D sheet shall be checked for errors and corrected as necessary. The  !

remainder of each sheet shall be scanned and converted to PDF file and will be only '

checked for readability. If requested by OSP, ORNL shall edit specific pages, or the whole document. Estimated time is 17 days for treu new sheets and 22-29 days for the l modifications, depending on whether the whole SS&D sheet is replaced or individual replaced pages. The contractor will make appropriate links and indexing for SS&D sheets whose ststus has changed.

4 - Updating indexes of SS&D Sheets, State Program Reviews, Agreement State Letters, and Office of State Program Procedures:

ORNL shall perform an estimated 200 changes or additions to the SS&D Index; about 30 changes or additions to ths State Reviews Index; about 150 changes or additions to the Agreement State Letters index and about 30 changes or additions to the State Programs Procedures area index. ORNL shall provide active links to each new f'le where necessary.

ORNL shall continue providing a See Also" reference index for cross referencing SS&D sheets issued under alternate company name.

5 - Directories of Agreement, Nora-Agreement State, OSP, RSAO, RSLO Staff, and State Liaisons:

ORNL shall update and revise the present directories as needed, or approximately 24 times a year, to assure that the most currect contact information is presented at the web site.

6 -Operability And Quality Assurance:

ORNL shall QA PDF files, check the accuracy of links, and make necessary changes and corrections to assure operability. ORNL shall verify contents of the SS&D Index againsi quarterly indexes released by NRC, identify any changes and make the necessary corrections to maintain the accuracy and currency of the SS&D Index.

Statement of Work MorAcation for E7044, Task Order 5 Subtask B.1 7 - Web Modifications and Maintenance for OSP Web Pages:

l ORNL shall update web site pages, install, and trouble-shoot new and updated links, and  !

keep " contents" page current and operable. ORNL shall continue to maintain statistics on l web site utilization. Modifications and maintenance shallinclude.

a. "Re-formatting" of the SS&D Indices and files into more manageab!e sizes for improved I downloading speed. Additionally, the following modifications would be made to the SS&D catalog:
1. Add an icon to the SS&D index to identify inactive SS&D sheets;
2. List new registry numbers and the previous registry number for inactive sheets to identify and track inactive sheets more accurately;
b. Modify, or update links and information after development of an index for the A/S Letters that includes the date, A/S letter number, description of the letter, and a link to 1999 letters.

OSP will provide a Lotus based spreadsheet to assist in the implementation of this modification;

c. Development and maintenance of a " site map" to assist visitors in navigating the web site; i
d. Modify, or update, links on the " Links" page as necessary to assure functionality and to I present new materials;
e. "Re-formatting" the Agreement State Communications index and files to improve downloading speed;
f. Modify navigational bars for consistency, uniformity and " mass" updating across the site;
g. Use Webmaster, or equivalent, software to scan site for broken or missing links on a quarterly basis.
h. Modify or update, links and information for the training schedules on the web site.

ORNL may provide suggestions and proposals for other modification of the web site to maintain state-of-the-art capabilities or to improve efficiency of the site. Cost of improvements, over and above routine maintenance covered under this section, shall be negotiated on a case by case basis.

8 - Mallout of Diskettes:

When requested by OSP, ORNL shall create, duplicate and virus-check diskettes and Fedex them to designated recipients with a cover letter and acknowledgment sheet. There are about 3-5 documents per diskette ranging from 4 to 25 pages in length. ORNL shall ,

track acknowledgment forms to ensure 100% delivery of material and maintain a tracking system for the mailouts. Cost basis is estimated for 3 mailings per year for approximately 50 people or 120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> per year. Cost includes a $6.00 materials charge per designated recipient. It is estimated that approximately 3 requests would be made per year.

9 - System Support:

ORNL shall routinely backup data on server and re-establish lost data at web site if necessary. ORNL shall generate and maintain statistics of web site use and will perform minor system troubleshooting. ORNL shall assure that the system is Year 2000 compliant.

10 - Logging in Materials and Filing:

ORNL shall log in all new materials from OSP and file all hard copy documents, after {

electronic processing has been completed. 1 PRIOR ENHANCEMENTS TO THE OSP WEB SITE 11 - Re-design Directory of Agreement and Non Agreement State Programs: Work completed on 11 A and 11 C. Work on 11B is ongoing but should be completed shortly with any additional rrdfications done under web site maintenance.

12 -Index for State Reviews: Work completed.

13 - Links Page: Work in progress. This will transition into the maintenance of links under

  1. 7 above.

14 - Enhancements to OSP Web Site: Work completed.

15 -Index of Agreement State Letters: Work completed.

16 - Special Document Processing: Some work completed. Reworded task description i is included in New Work # 24. This item is closed upon acceptance of # 24. I 17- Directory of State Liaison Officials: Work completed.

18 - Special Documents on Web Site: Replaced with reworded work description # 26 I This item is closed upon acceptance of # 26.

19 - Reconciliation of SS&D Sheets: Work completed.

20 - NRC Inspection Manual Files Links and OSP Web Site Statistical Links: Work in progress and will be completed within 10 working days as of 3/17/99.

l Statemat of Work Modification for E7044, Task Order 5 Subtask B.1 NEW WORK ITEMS UNDER FY 1999 MODIFICATION TO TASK ORDER 5 NEW WORK TO BE PERFORMED ON AN ONGOING BASIS:

23 - Develop New Web Pages for OSP Web Site:

Ongoing Work: ORNL shall create up to 3 additional web site pages per year and appropriate links as specified by OSP. These additional pages are over and above the new pages specifically listed in other work items in this table.

24 - Large Document Processing:

Ongoing Work: OSP has occasionally requested the consolidation of very large documents that exist in multiple electronic files having separate graphics, e.g., paper or non-standard electronic formats, that must be converted and consolidated into a PDF format. Upon I request, ORNL shall create a single document from electronic files or other media provided by OSP. Graphics shall be scanned or converted into the proper format and inserted in the correct location in the final document. The document shall be placed at the web site as a PDF file. ORNL ;all provide this service for up to 3 documents of up to 100 pages per year under this t.

25. OSP Procedbes Page:

Ongoing Work: ORNL shall upload and index new and revised OSP procedures and background materials to the OSP Procedures Page. OSP estimates that there will be up to 15 new postings (either draft, final, or revised procedures) to post under this sub-task per year. When directed, ORNL shall also place up to 4 Management Directives per year to this site.

26. Reference Library Page:

Enhancement: OSP staff, the Agreement States, and users have identified a need to

! access key documents related to NRC and OSP activities that are not easily located on the l web site. ORNL shall develop a " Reference Library Page" to assist users in locating documents by subject or topical area, e.g., documents related to Adequacy and Compatibility of Agreement State Programs, NRC Agreement State Program Policy, or special documents that may be identified by OSP. This page is intended to I:nk to the documents already posted at the OSP web site or at other web sites identified by OSP. The format of the page shall be similar to the proposed enhancements of the Agreement State l Letters page and shall use the proposed index system and " hot" links directly to the l document.

I Ongoing Work: When OSP identifies new documents not currently available on the OSP Home Page or not otherwise linkable to the OSP Home Page, OSP will make every effort to j provide these documents in an electronic format. When not available in electronic form, ORNL shall scan them prior to them being placed at the web site. OSP anticipates that there would be approximately 10 - 12 new documents of up to 40 pages added per year to this web page. No more than 5 of these documents would need to be scanned. I

27. Complete SS&D Catalog:

Enhancement: ORNL shall add up to 1000 missing older sheets to the SS&D catalog at the web site. Missing sheets will be provided by OSP. Under this work activity, ORNL shall

l verify that files are linked and links are attached to the correct file. 1

28. Keyword index for A/S Letters:

Enhancement: Agreement State (A/S) Letters are ksted by general category, the year and by letter code. The present layout of the A/S letter page does not prov!de an easy w y to identify a letter by subject. ORNL shall develop, using OSP provided database, a viewable and searchable index for A/S letters by title. The database covers the years 1993 to the present and corresponds to the letters currently posted at the site.

29. What's New Page:

Enhancement: ORNL shall develop a "What's New Page" for the web site. This page shall provide a running list of new items that have been announced on the home page to the web site with a link to the document. The page shall also contain a date when the item was l added to the site. It would be a chronological list of the changes and additions to the site

designed to assist the infrequent user. This page will also assist OSP and ORNL in l l monitoring changes and additions to the site.

30. Scan and Fost State Agreements to Agreement State Directory Enhancement: ORNL shall scan and post State Agreements linked to the Agreement State Directory. OSP staff receives requests for copies of the Agreement between NRC and individual States. Posting these important documents to the web site will save staff time and also make these important documents more accessible to the public. There are approximately 45 documents in this collection. The documents are about 10 -12 pages in length. Some of the documents are more than 35 years old and are in poor condition, therefore, each document shall be carefully checked for accuracy and typographical errors prior to posting to the site. Each State's Agreement would be linked to the Agreement State location on the Directory web page using a " logo" type button.
