BROWNS FERRY EMERGENCY EXERCISE  ;

The BFN resident staff oarticipated in the 9/21/8e drill at BFN as observers and attended the exit. The exercise was not satisfactory in the areas of:

1 Communications - the TSC did not receive timely information from the control room.

the licensee was unable to account for personnel Accountability evacuated from t he plant in the time required.

As a result of the problems Region II, EP considered that: l An accountability drill should be performed prior to Unit 2 refuel (to be witnessed by residents).

A full scale exercise should be conducted prior to criticality of Unit 2. (The extent of participation by state and local governments should be worked out between RII, DRSS, TVA and OSP).  :
