In response to a Notice of Deviation (Inspection 88-14, Refer?nce 1)
PSC cemitted to provide the NRC a letter updating the status of certain comitments made to the NRC. These comitments were related to actions which PSC planned to have completed by certain targrt dates, but have not yet been completed.
To update the status of these itens, PSC's comitcent tracking system was reviewed for overdue comitments. The results of this review are presented in the attachment to this letter which provides the status of these comitments and applicable references.

In PSC's response to NRC Inspection 88-07 (Reference 2), PSC indicated that a Change Notice (CN) would be implemented to assign plant component numbers to three valves in the cooling water line to the engine driven firewater pump.
This numbering was planned to be complete by August 15, 1988. As part of the design process, PSC has been unable to identify the valve manufacturer of the presently installed valves and therefore is going to replace them with new valves.
The valves, however, have been tagged open via an Operational Deviation Report until the CN is complete.
Since replacing these valves would constitute a temporary detriment to Appendix R equipment, the implementation of this CN will not take place until the plant is shut down during the fourth refueling outage.

In NRC letter G-88157 (Reference 3.) the NRC provided PSC a draft Safety Evaluation Report for proposed Technical Specifications regarding moni toring of radioactive effluents (TAC No. 66505).
The NRC originally requested a PSC response to the draft by July 1, 1988.
Subsequent conversations with Mr. Ken Heitner indicated the priority to resolve this issue has been displaced due to more pressing issues.
PSC and the NRC jointly agreed (verbally) to pursue this matter at a later date more convenient to the staff and PSC.

In a PSC response to I & E Inspection 86-26 (Refeience 4), PSC indicated that a comprehensive review of all safety related relays and breakers that have set points would be performed.
Additionally, PSC committed to assign Tag numbers to those components which did not already have Tag numbers.
PSC indicated that the Master Setpoint List (MSPL) would also be updated to include setpoint information for these components. Recently, in NRC Inspection 88-20 (Reference 5),
the inspector noted that significant improvement has been made in the labeling of relays, although this program has not been completed in the time frame originally envisioned.
As part of the review, PSC identified a number of relays and breakers which potentially need Tag numbers.
The Nuclear Engineering Division has prepared Change Notice 2154 to address relays and breakers needing Tag numbers.
Until implementation of CN-2154 (expected to be complete prior ta restart after fourth refueling), PSC does not consider the concerns of Inspection 86-26 resolved.
However, until the CN is complete, a process using PSC's action request system has been implemented to ensure components receive Tag numbers when identified, and are added to the MSPL, where appropriate.

In Reference 7,
the NRC asked PSC for additional information related to Generic Letter 83-28 (Item 2.1, Part 2).
In response to this request (Reference 8), PSC indicated that administrative controls would be revised to require that all surveillance, maintenance, calibration and testing procedures applicable to safety related components be reviewed on a periodic basis.
In Re'erence 9, PSC requested and subsequently received approval from the staff to revise the target date for completion to May 1, 1988.
Based upon an extensive review performed as part of the Environmental Qualification outage, PSC found that the vendor information review process in use at that time was not as effective as expected.
PSC is now exploring the creation of a vendor informatio, database to sort information applicable to specific procedures, and is evaluating the administrative controls needed to implement this process.
PSC now expects to have revised administrative procedures in place prior to June 1989.

In the most recent update of PSC schedule commitment items provided by Mr. Ken Heitner (Reference 6), PSC was asked to provide status reports "Approximately annually" on the Nuclear Performance Enhancement Program.
Based on discussions with Mr.
i Heitner, PSC would recommend that "Approximately annually" be changed to state "As part of the Licensee response to SALP."
This would clarify the periodicity of the status update.
