Dear Mr. Butler:

Thiu letter informs you of a revision to a commitment regarding Emergency Operating Procedure training for Peach Bottom Licensed Operators. The procedures involved are titled "Transient Response Implementation Plan" (TRIP) procedures.

The referenced (1) letter committed to walk-throughs on all TRIP procedures by all licensed operators prior to restart of Peach Dottom on either the upgraded Unit 2 Control Room or the plant specific simulator after its panels had been upgraded to reflect the Unit 2 Control Room panels. The panels have been upgraded on Unit 2 to incorporate NUREG-0737 Control Room Design Review improvements. The improvements are currently being installed on Unit 3 and are planned for the plant-specific ,

simulator.

The commitment was made in response to an NRC observation in the attachment to the referenced (2) letter that operator training on the TRIP procedures was performed on a (0$

l Mr. W. R. Butler OctobDr 25, 1988 Page 2 generic simulator. Prior to 1988 such training was performed on the Limerick Generating Station simulator. Currently, training of Peach Bottom operators is performed on a Peach Bottom specific simulator.

TRIP training has been conducted for all licensed operators on the Peach Bottom simulator; however, the simulator has not yet been modified to incorporate the NUREG-0737 control panel upgrades. After installation of tne panel upgrades in the Unit 2 Control Room, all licensed operators and Shift Technical Advisors were administered panel walk-throughs with specific emphasis on use of the enhanced instrumentation and labeling durJng implementation of the TRIP procedures. The operations crews are aware of the differences between the simulator and the upgraded control room panels. The panel upgrades primarily consist of improved instrument and switch labeling for human factors considerations. Only a few instruments are moved as part of the upgrades. They are moved to more logical locations within close proximity to their former locations. Considering the nearly identical control panel designs at the Peach Bottom simulator and actual control Room, we believe that the NRC concern regarding the previous use of a generic simulator has been addressed, and that the use of the Peach Bottom simulator as currently designed provides an effective facility for training operators on the use of TRIP procedures. The NUREC-0737 amprovements to the Control Room panels provide additional confidence that the operators can use the TRIP procedures proficiently in response to actual transients.
