Dear Director:
This is in response to our letter to you of March 11, 1986.
(Copy attached).
As a result of information from Cardinal Ind-ustrial Products, we have determined the bolting supplied to Bechtel for Houston Lighting and Power (South Texas Project) has been upgraded by Cardinal and therefore is acceptable and will have so notified our customer.
The material supplied to Carolina Power and Light on the Brunswick Steam Electric Plant has been tested by Cardinal to assure it is what it purports to be.
Cardinal has not been able to audit the supplier (Huntington Alloys) and will no longer use them.
We also believe this material is acceptable.
Copies of each of these communications is also attached.

- 1986, by a former vendor, Cardinal Industrial Products Corporation (3873 West Oquendo, Las Vegas, Nevada 89118) that material on several purchase orders furnished by Cardinal to Valtek Incorporated deviated from ASME Section III, NCA-3800 in that " Improper Qualification of Stock Materials: (NCA-3866.3 (a)) Materials certified as meeting Section III where the stock material was either purchased from a non-qualified source or the audit used to qualify the source was inadequate.
No subsequent upgrading was performed." Cardinal has also reported this problem to the NRC. Our investigation has determined that these parts were furnished to the following customers on the following valves:
Carolina Power & Light - Brunswick Steam Electric Plant Valves serial no.
35411-1-1, 35411-1-2 (This only Nuclear intent, not N-Stamp)
Houston Lighting & Power - South Texas Project valves serial no.
34752.004, 34752.009, 34752.010, 34752.011, 34752.012, 34752.014, 34752.015, 34752.016, 34752.017, 34752.020, 34752.039, 34753.009, 34753.010, 34753.011, 34753.012, 34753.014, 34752.015, 34753.016, 34753.017, 34752.039, Each of these customers are also being notified of this problem.
We still have in stock additional quantities of some of these parts which will be tested.
As soon as those test reports are complete you will be notified of the applicable valve and customer.

Valtok letter of March 12, 1986 regarding bolting from cardinal Industrial Products.
Valtek, Inc. has now received additional information from cardinal regarding material contained in the above referenced notification.
The bolting was all made from material rolled by Huntington Alloys who has not been audited as a vendor.
(All material was furnished under Valtok P.O.
- 84N0044 with heat no.'s M0700B, M0708B and M0756B).
Cardinal had performed testing on each piece of starting bar.
copies of the results of these tests are attached.
Cardinal contends that the tests performed are sufficient to show that the material meets the requirements of the material specification.
Valtok supports that viewpoint.
These tests also support the orig-inally submitted certifications for the material.

Also there was only one (1) 1-1/4-8 nut manufactured using starting material from a heat produced by a vendor where the audit used to qualify the vendor was not complete or sufficient in depth.
N.R.C.
has accepted Cardinal's program which includes reverification of all Chemical and Physical reports and of the vendor.
Cardinal confirms all of this has been satisfactorily accomplished.
In view of this upgrade of the questioned material, we support Cardinal Industrial Product's claim that this is acceptable material.
