As discussed in the telephone conversation between Mr. Ellis W. Merschoff of the NRC and Mr. Kenneth Schnaper of Crane Company on March 13, 1986, the NRC is currently conducting a study of the industry's involvement in the design, procurement, manufacturing, and operational activities of swing-type check valves manufactured for domestic nuclear power facilities. Accordingly, the purpose of the recent NRC inspection of the Crane Supply Company (CSC) in Richmond, Virginia was to review records pertaining to valves (in particular swing-type check valves) and spare parts for valve components supplied by CSC-Richmond to the nuclear industry.
Mr. Beck Payne, Manager of CSC-Richmond, told the NRC inspector that any order to CSC-Richmond for a nuclear valve or component which required an "N" or "NPT" stamp was not accepted, and the only nuclear customer, to the best of his knowledge, over the past 20 years was Virginia Electric Power Company (VEPCo).
Based upon the NRC inspector's review of VEPCo purchase orders from 1984 to the present (orders prior to 1984 were not available), it was noted that VEPCo did not order nuclear valves or components (i.e., spare parts) that were manufactured to the requirements of Section III of the ASME Code. The majority of the items purchased on a commercial basis by VEPCo from CSC-Richmond were shipped directly from the manufacturer's facility or another supplier to the North Anna or Surry nuclear sites.
Further, it was noted that ASME Section III replacement parts have not been manufactured by the Crane Company since 1976.
Based on the above observation, it is not clear from what source ASME Section III spare parts for Crane valves can be procured. Accordingly, please identify any CSC branch office that may have supplied from 1975 to the present any swing-type check valve which was manufactured to the requirements of Section III of the ASME Code.
In addition, please identify the manufacturing source of the Section III valves or replacement components that were supplied, if any.
The responses requested by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
