Gcotlemen:

In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59 Georgis Power Company (GPC) hereby proposes to amend the Vogtle Electric Generating Plant Uni t 1 lechnical Specifications, Appendix A to Operating License NPF-68.

GPC is currently preparing Combined Technical Specifications for Vogtle Electric Generating Plant, Units 1 and 2. During meetings held with the NRC staff on April 27 and 28 to review the draf t of the Combined Techni:a1 Specifications, the NRC staff noted that there were two places in Section C of the Technical Specifications that needed a reference to chapter 16 of the FSAR. The staff also requested that the footnote in Section 6 that described Shift Technical Advisor qualification, be augmented by a specific reference to the NRC Policy Statement on Engineering Expertise on Shift. Therefore, GPC requests that these changes be made to the Vogtle Electric Generating Plant Unit 1 Technical Specifications.

Enclosure 1 provides a description of the proposed changes and the basis for the changes. Enclosure 2 details the basis of our determination that the proposed changes do not involve significant hazards considerations. The Yogtle Plant Review Board and the GPC Safety Review Board have reviewed and concur with this proposed amendment.

Pursuant to the requirements of 10 CFR 50.91, the designated state official will be sent a copy of this letter and all applicable enclosures.

-BASIS FOR THE CHANGES During the review of the proposed Units 1 and 2 Technical Specifications the NRC requested changes to Specifications 6.4.1.6.e, 6.7.1.1, and Table 6.2-1.

These changes provide more specific references but do not change any requirements of the Technical Specifications. In response to the request made by the NRC staff in its meeting with Georgia Power Company on April 27 and 28, 1988, these changes are being proposed for incorporation into the Yogtle Electric Generating Plant Unit 1 Technical Specifications.

Section 6.4.1.6 provides a list of Plant Review Board responsibilities. This changes does not delete any of those requirements. It adds an additional phrase to Item "e" that specifically identifies changes to Section 16.3 of the FSAR as requiring Plant Review Board review.

Section 6.7.1 identifies activities for which written procedures must be established. Item "i" of Section 6.7.1 is the Technical Specifications Improvement Program. The proposed change provides a reference to Section 16.3 of the FSAR which describes the program.

The footnote on Table 6.2-1 states that the STA position may be filled by the Operations Supervisor or an SRO who meets qualifications for the STA as requi red by NRC, However, it doesn't specifically identify the NRC requirements. The addition to this footnote identifies the NRC requirements as those stated in the Policy Statement on Enaineering Expertise on Shift,"

'10'CFR 50.92 EVALUATION-In accordance with 10 CFR 50.92 the attached proposed amendment to the VEGP t' Unit 1 Technical Specifications has been evaluated and it has been detemined that operation of the facility in accordance with the proposed amendment would not involve significant hazards considerations. The basis for this determination is as follows: -

t BACKGROUND Section 16.3 of the FSAR for Vogtle Electric Generating Plant Units 1 and 2 contains technical requirements that were added to the FSAR as a result of the Technical Specifications Improvement Program. During the development of the Combined Units 1 and 2 Technical Specifications the NRC staff requested that Section 6 of the Technical Specifications include a specific reference to this section in the Plant Review Board responsibilities in Section 6.4.1.6. The NRC also requested that Section 6.7.1.1 that lists the Technical Specification  ;

Improvement Program implementation, al so be augmented by a reference to Section 16.3 of the FSAR.

l Table 6.2-1 of the Yogtle Electric Generating Plant Unit 1 Technical Specifications contains a footnote that states "The STA position shall be manned in MODES 1, 2, 3, and 4 unless the Operations Superv' or or the individual with a Senior Operator license meets the qualifications for the STA  ;

as required by NRC." During the development of the Combined Units 1 and 2 Technical Specifications the NRC noted that there had been earlier, draft versions of NRC requirements that might be confused with the requirements that the NRC intended to apply in this case. The NRC staff requested that the

, phrase "as required by the NRC" be replaced by a specific reference to the NRC requirement.

These changes have been incorporated into the draf t of the Combined Units 1 and 2 Technical Specifications. This request is to incorporate these changes into the Vogtle Electric Generating Plant Unit 1 Technical Specifications.

This will minimize the differences between the Vogtle Unit 1 Technical Specifications and the Draft, Combined Yogtle Units 1 and 2 Technical Specifications.

REQUEST TO REVISE TECHNICAL SPECIFICATIONS

'10 CFR 50.92 EVALUATION ANALYSIS:

The proposed changes have been reviewed with respect to the requirements of 10 CFR 50.92 and it has been determined that the changes do not involve significant hazards considerations. In support of this conclusion the following analysis is provided:

1. The proposed changes will not significantly increase the probability or consequences of an accident previously evaluated. The changes are editorial in that they only provide improved references, and do not involve any physical changes to the plant, any changes to procedures, comitments or safety analyres. The changes do not affect operation, maintenance, or testing of the plant, therefore, the response of the plant to previously evaluated accidents will remain unchanged.
2. The proposed changes do not create the possibility of a new or different kind of accident than any previously evaluated. Since no change is being made to the design, operation, maintenance, or testing of the plant a new mode of failure is not created. A new or different kind of accident could therefore not result.
3. The proposed changes do not significantly reduce a margin of safety. The changes do not al ter any of the requirements of the Technical Specifications. They do not represent any deviations from current requi rements, practice or design, therefore margins of safety are not reduced.

CONCLUSION:

Based on the preceding analysis it has been concluded that these proposed changes to the Technical Specifications will not significantly increase the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any previously evaluated, or involve a significant reduction in a margin of safety. It is therefore concluded that the proposed changes meet the requirements of 10 CFR 50.92 and do not involve significant hazards considerations.
