Dear Mr. Thorne:
Enclosed please find a letter from Martek Corporation requesting an amendment to export license XMAT0335 to increase the quantity of heavy water authorized for export from 225.5 kilograms to 975.5 kilograms. The heavy water is to be upgraded at Ontario Hydro in Canada and returned to the United States.
Before taking action on this request, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
