COMMISSIONER MERRIFIELD'S COMMENTS ON SECY-99-071 I approve the staff's recommendation of going forward with Option 1 for a one-year trial period I believe it is important for the NRC to give allegers the opportunity to easily and quickly provide their feedback to the agency, and to identify problematic trends in a timely manner. Option 1 appears to be the most effective means to accomplish these goals.

I agree with the staff's plan to perform an assessment of the survey process after the one-year trial period. As a part of this effort, the staff should assess the adequacy of the survey itself to determine if changes sh:uld be made to enhance the value of the information requested from the allegers.

STAFF REQUIREMENTS - SECY-99-071 - ASSESSING THE EFFECTIVENESS OF THE ALLEGATION PROGRAM FROM REVIEW OF SURVEY FORMS SENT TO ALLEGERS The Commission has approved the stcff's recommendadon to proceed wifi Option 1 - to enclose feedback forms in all allegation closure letters for a one-year trial period. At the conclusion of the trial period, the staff should make a recommendation to the Commission on the need to continue the program to contact all allegers or move to a periodic survey as described in Option 2. Following the end of the trial period and during the Comraission's deliberations, the staff should continue to provide feedback forms to allegers until the Commission determines whether to continue the use of these forms.
