The Nuclear Regulatory Comission (the Commission) has found that:
A.
The application for amendment to Facility Operating License No. R-94, filed by Manhattan College (the licensee), dated February 3, 1987, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regulations as set forth in 10 CFR Chapter I; 8.
The facility will operate in confomity with the amended license, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance:
(1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied; and F.
Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

.o 6.1 Organization o
- 6. 1. 1 S:ructure The organi:stion for the management of the. reactor facility shall be structured as shown in figure 6.1.
Levels of authority indicated divide responsibility as follows:
i Level 1: Responsible for the facility license and site administration.
Level 2:. Responsible for the reactor facility operation and managernent.

Level 3; Responsible for daily operations The Reactor Operations Committee shall be appointed by the Reactor Administrator and shall be responsible to him

for the review and evaluation of all proposed operations:and procedures in order to insure that the reactor facility shall i
be operated in a safe and competent manner..
6.1. 2' Kesponsibility.
Individuals at the various management levels showd in Figure 6-1, in addition to having responsibility.for the policies and operation of the facility, shall be responsible for safe-i guarding the public and facility personnel from undue radiation exposures and for adhering to all requirements of the Operating License and the Technical Specifications.

In all instances, responsibilities of one level may be assume.d by designate'd alternates, or by higher levels, conditional upon appropri' ate qualifications.
The detailed description of duties of each individualin Level 2 and Level,3 are as follows:

The Reactor Administrator shall provide final policy i
decisions on all~ phases of reactor operation and on regulations for the facility as a whole.
He must be qualified and may assume the added position of the.
Radiation Safety Officer and carry out the duties of' this position when dictated by staffing requirements.
He will be advised in all matters concerning the safe operation of the reactor by the Reactor Operations Committee.

Implementation of the Emergency and Physical Security Plans.
