The Partial Initial Decision issued on March 25, 1987 contained errata which shall be corrected as follows:

At page 14, line 6 of the second paragraph, "wihout" shall be corrected to read "without",
2.
At page 19, line 3 of the third paragraph, the word
" Criterion" shall be corrected to read " Criteria",
3.
At page 50, line 9 of finding 54, the word " operative" shall be corrected to read " operating",
4.
At page 61, line 3 of finding 78, the numbers "72-76" shall be corrected to read "73-76",
