Yes, the date of September 15, 2021 for the postponed DCPP biennial exercise is acceptable to FEMA. This date was coordinated prior to the submittal by DCPP to the NRC and the submittal from the DCPP OROs to FEMA R IX.

ACTION: PGE Request for a One-Time Exercise Exemption (DCPP)

The attached letter from Pacific Gas & Electric (PG&E) dated July 9, 2020, is requesting a one-time schedular exemption for Diablo Canyon Power Plant (DCPP) Units 1 and 2 from the requirements of 10 CFR 50, Appendix E, Sections IV.F.2.b and IV.F.2.c. PG&E is requesting to postpone the full-participation biennial emergency preparedness exercise, originally scheduled for August 19, 2020, until a proposed date of September 15, 2021, due to the on-going COVID-19 Public Health Emergency. The September 15, 2021, date for the rescheduled exercise falls within 35 months from the month of the previously evaluated exercise conducted October 24, 2018. If this exemption request is granted to allow PG&E to conduct the CY 2020 biennial exercise in CY 2021, PG&E indicates that future biennial EP exercises will continue to be held as planned in even years. of PG&Es July 9, 2020 letter provides a copy of the June 23, 2020, request by the State of California, Nuclear Power Preparedness Program, to the Federal Emergency Management Agency (FEMA) Region IX office to extend the 2020 DCPP biennial exercise originally scheduled for August 19, 2020, to September 15, 2021. The request documents the determination by the County of San Luis Obispo (SLO County),

the California Department of Public Health (CDPH), and the California Governor's Office of Emergency Services (Cal OES) that the current COVID-19 pandemic response has impacted their ability to prepare for the scheduled exercise and that they are unable to participate in the exercise as currently scheduled. In addition, Attachments 2 and 3 provide copies of letters received from Cal OES and SLO County, respectively, that endorse this exemption request and reflect that those organizations paramount focus is on pandemic response. PG&E has also indicated that they have coordinated the rescheduling of this exercise directly with the FEMA Region IX Regional Assistance Committee (RAC) Chair during biweekly coordination calls.

As part of the NRCs evaluation of the proposed one-time exemption to the biennial exercise scheduling requirements of 10 CFR 50, Appendix E, Sections IV.F.2.b and IV.F.2.c, I am requesting that FEMA Technological Hazards Division document their acceptance of this proposed September 15, 2021, exercise date in an email or letter back to the NRC. This email or letter will be entered in the NRCs Agencywide Documents Access and Management System (ADAMS) and cited in our technical

evaluation documenting FEMAs acceptance of this proposed one-time exemption and proposed DCPP exercise date.

NOTE: The attached letter has not yet been declared publicly available in ADAMS. As such, please control forwarding of this letter to required FEMA staff.
