Three Mile Island Nuclear Station Unit 1 (THI-1)
Operating License No. DPR-50 Docket No. 50-289 Extension to 10 CFR 50 Appendix H In accordance with the reactor vessel material surveillance program for THI-1, surveillance capsule TMI-lc was inserted in a host reactor.
The capsule was withdrawn March 28, 1985.
10 CFR 50, Appendix H, Section III. A requires a technical report of test results to be submitted within one year af ter capsule withdrawal. We will be unable to submit the report within the one year period and request an_ extension until May 5,1986.
As part of the B&W Owners Group Integrated Surveillance Program, B&W was to perform an analysis on five capsules, three of which were withdrawn from our host reactor on March 28, 1985 including TMI-lC.
Due to conflicting outage priorities for the host reactor, the capsules were shipped to B&W for analysis a month later than anticipated.
B&W resources were impacted in providing a response to Pressurized Thermal Shock regulations and the developrent of the ex-vessel. dosimetry program.
In addition, B&W tension testing equipment failed just prior to testing the TMI-1 capsule.
This caused approximately a two week delay in testing.
B&W was unsuccessful in making up for the delays and was unable to meet the schedule for completion of the technical report.
This test data is of no immediate safety significance since the current THI-l P-T curves, based on the results from a previously withdrawn THI-1 capsule, are valid through 5 EFPY of operation, which will not be reached until Cycle 6.
Preliminary test results from the specimens from capsule THI-lC indicate that RTPTS will be more favorable than originally projected. These results are consistent with other data that has been generated in the B&W Owners Group Integrated Surveillance Program.
