REQUEST FOR COMMENTS ON INTEGRATED ASSESSMENT OF TRAINING NEEDS FOR REACTOR PROJECTS STAFF lt is extremely important that we obtain your full support in developing and implem?nting a training program for reactor projects staff which wil! meet current and future needs. ir that regard we are seeking your comment 6 on the attached report, " Integrated Assessment of Training Needs for Reactor Projects Staff," which outlines a comprehensive training program for initial qualification of new region::i reactor program inspectors and NRR projec' managers (PMs), as well as continuingi,3 fresher training for existing inspectors and PMs.

This assessment started in response to requests by the NRR Director that the Technical Training Division review and develop actions to address the Regional ond NRR job task analyses (JTAs) training recommendations. In December 1998, SECY-98-291, " Plan for improving the Effectiveness of NRC's Training Programs," addressed recommendations made by the Training Review Group In this paper, the staff committed to perform an integrated assessment of staff training beginning with NRR and Regioral Divisions of Reactor Projects (DRP) positions since the JTA reviews were already well underway.

The attached report outlines a program which is streamlined, structured, and sequenced to ensure efficiency and effectiveness of both initial qualification and refresher training. We recognize that ongoing agency initiatives (e.g., organizational and regulatory process changes) will greatly influence the design and development of the training. Therefore, the program discussed in the report should be viewed as a conceptual outline in which the details of each training activity would subsequently be integrated.

The report has been informally discussed with the Director of NRR, vaiious NRR managers, and the Regional Division of Reactor Projects Directors. SECY-98-291 requires development of an action plan and milestones for modifications to the qualification and training program resulting from the integrated assessment by June 1999, in order to support this milestone, please provide your comments to 'Kenneth A.
